Despite apologies being offered, few bishops have initiated spontaneous face-to-face meetings with victims; nor have they displayed by action their understanding of their culpability in transferring abusers. Despite a no-tolerance policy, there is no comprehensive plan for investigating allegations and dealing with accused and exonerated priests. 

Doyle opines that there must be a change in the way that bishops see themselves. Many fear an assertive laity and a diminishing of what they see as their rightful power as clergy. The controlling and toxic clericalism of many bishops and the lack of checks and balances within the structure of the Church have resulted in a growing distrust and cynicism within some people of God, toward Church leaders. Moreover, a restoration movement, re-instituting pre-Vatican II practices and appearances in some dioceses, has disheartened many parish members.
