The ResolutionA Call to the Catholic Bishops: Preserve the National Review Board and Build Trust in the Church The National Review Board, an independent body of lay men and women, appointed by the Catholic bishops in June 2002 to monitor their response to the sexual abuse crisis and to study its context and causes, published its Report in February 2004. The Report stated that an institutional culture of secrecy and denial contributed to the crisis of priestly sexual abuse and episcopal cover-up. If the credibility of the bishops is to be restored, the continuance of the National Review Board's mandate and of annual audits of sexual abuse in each diocese are imperative. Therefore, BE IT RESOLVED that we Catholics assembled in New York on May 22, 2004 under the sponsorship of Voice of the Faithful in New York, New Jersey, and Connecticut call on the bishops, singly and as a body, at their June meeting in Denver:
